John, I don't know what the "driving force" is behind the formation of the CREC. But this much I CAN tell you for certain, if Doug Wilson is involved with it then it most definitely has to do with "hyper-covenantalism", "Shepherdism", the "Auburnites" and "NPP", which are basically teaching the same things with small differences.
