There is much debate nowadays on whether the populace is wagging the tail or the leadership. Are the values set by the populace or those in leadership? Is it top-down or bottom-up? <br><br>If we look back at the OT era, it appears that the leadership set the values. I can think of only Daniel's time that the populace may have taken the lead. Not sure. Most of the time, the populace was grumbling or willing to take off in a disobedient direction unless the leadership reigned them in. <br><br>If that is true, does it teach us anything about the present day? <br>
