When you are logged in (automatically) a notification is displayed saying xx number of people have joined the Chat Room, etc. However, it does take a few minutes for that to kick in. What we recommend is that when you go to the Chat Room, be patient and allow a few minutes, 10 or so, for people to notice the notification. <img src="/forum/images/graemlins/wink.gif" alt="" />
As for a way to let people know other than the public announcement, it is the practice of many to send a PM to those they would particularly like to join them. Because you are brand new here, you probably don't know anyone. <img src="/forum/images/graemlins/giggle.gif" alt="" /> But that will change very quickly, I assure you. The members here are generally very friendly and will be anxious to know you.
