Many years ago, I was involved in as a student handing out Bibles at Keene State College and the college would not permit us to distribute these on their property but the City of Keene did give us permission, so as long as we stood on the side-walk (property of the City) we were able to distribute the Bibles. Those distributing the Bibles were all KSC students too. I suppose if we were giving out anything else, there might not have been a problem, but, Bibles were not permitted.
