The following is from "Luther - Lectures on Romans"

"A second objection: "God will have all men to be saved" (I Tim.2:4), and he gave his Son for us men, and he created man for the sake of eternal life. And likewise: Everything is there for man's sake and he is there for God's sake in order that he may enjoy him, etc. But this objection and others like it can just as easily be refuted as the first one: because all these sayings must be understood only with respect to the elect, as the apostle says in II Tim. 2:10: "All for the elect." Christ did not die for absolutely all, for he says: "This is my blood which is shed for you" (Luke 22:20) and "for many" (Mark 14:24)—he did not say: for all—"to the remissionof sins" (Matt. 26:28)."

I believe it was RC Sproul that said that Martin Luther talked about God’s providence more than even John Calvin did.

Also, if anyone has read part of Martin Luther’s book; ‘The Bondage of the Soul’, they will notice that the title of the book
is very telling. Yet despite this, in talking to Lutherans, many disagree, or state that Luther wrote that book when he was no longer sane.

In other conversations with Lutherans, I was shocked when they in no uncertain terms said the Reformed view that said: (I hope I don’t butcher this) “Salvation is by grace alone, through faith alone in Christ alone. But not by a faith that is alone” is actually a works based righteousness because it should not include the last part.
When I tried to say why I agreed with the Reformers and added we are not “anti-nominians”. One person said “what is wrong with being an anti-nominian?”

Perhaps you were referring to Luther's popular work, The Bondage of the Will?
