In the great white throne judgement of Revelation 20, are both believers and unbelievers there? If both are there, will both be judged? How does this relate to John 5:24-29 saying we the believers do not come into judgement?

It has always been my understanding that believers will be judged before the Bema seat, prior to glorification and that the White Throne Judgment was for the reprobate.
