Sorry, but I don't remember all the ins snd outs of the Parliamentary system of government. And, just on the possibility that the U.S.'s Constitutionally mandated 'Electoral College' system used in federal presidential elections is similar to what is used in Canada, I would hazard a guess that the reasons for implementing the electoral systems are not similar.
