The question should not be, can a person who prayed to receive Christ actually not be saved, but rather how can a person who is a wiccan (i.e. a witch) be a Christian at the same time. I cannot imagine how a person could be a genuine Christian and also a wiccan! If we are saved by God's grace, then we will perservere in the faith by God's grace, and that excludes becoming a witch. <img src="/forum/images/graemlins/bingo.gif" alt="" />
As for your quandary over her earlier apparent conversion to Christ, I would remind that we are not saved by praying the "sinner's prayer" or "praying to receive Christ". Nowhere in the Bible do we find the altar call or a salvation prayer used in evangelism. (The altar call method was invented by Charles Finney in the 18th century...Finney's theology was Pelagian/heretical as I understand it). While these methods may be helpful in providing a sense of closure and assurance to the new believer, they do not save. We are saved by God's grace through genuine faith; that's it. I have seen statistics that show that a fairly large percentage of people who come forward for salvation at big stadium evangelistic crusades never darken the door of a church afterward. This tells us something, I think.<img src="/forum/images/graemlins/scratch1.gif" alt="" />
So yes, not only is it possible, it is almost assured that your friend was simply caught up in the moment, or looking for "fire insurance", but did not have genuine saving faith. There is no such thing as a Christian witch.
Only God know the heart, but so far as you are concerned your friend should be treated as an unbeliever, and evangelized accordingly. She cannot be encouraged to "come back to the truth" that she never truly believed. Just share the gospel with her in a loving and respectful way, and if she is openly hostile, then back off and do not "cast your pearls before swine."
